The US institutionalized slavery under the 13th Amendment by
allowing it where the person has been convicted of a crime.
There is no problem when it is restricted to robbers,
rapists, and murderers as was done in 1791. There is a
problem with Congress inventing new laws to kidnap and
enslave those who do not violate the rights of others.
